The PBT profiler was designed to be a simple to use, voluntary screening tool that incorporates key methods developed for the Office of Chemical Safety and Pollution Prevention’s P2 Framework. Using these methods, the persistence, bioaccumulation, and toxicity of organic chemicals is estimated using a combination of database queries and background estimations that run off a Microsoft® World Wide Web (WWW) server. One of the major uses envisioned for the PBT Profiler is to identify Pollution Prevention (P2) opportunities for chemical manufacture and formulation; areas that may involve the use of proprietary information.

The importance of providing persistence, bioaccumulation, and toxicity data in an easy to use, widely available format has been balanced with potential privacy and security issues throughout the development of the PBT Profiler. All connections to the PBT Profiler are done so anonymously. No user identification, chemical information, screening results, or any other electronic information are purposefully tracked, stored, collected, or written to a disk drive or other permanent storage device. Page requests (hits) to the PBT Profiler are not logged. The number of times the PBT Profiler is used is counted by recording only the date (e.g., 3/19/2000) the home page is visited or a profile is run. A user’s connection to or movement through the PBT profiler cannot be determined using the industry-standard methods commonly employed to monitor web-site traffic.

The PBT Profiler and the server software and hardware it runs off of are not, however, considered secure. The security of any and all information transmitted to, from, or used by the PBT Profiler, is not assured.
